The description is accurate. It does nothing at all. The only thing you can use it for is food for the Golden Microwave.
The chances of getting a golden ring is 0.25% (after rolling a legendary). That means internally you must first be lucky enough to roll a legendary, then a second roll happens in code where there is a 1 in 400 chance to get a golden ring.
There is also another limitation; you must have at least 6 runs in Megabonk to get this item at all. If you have less than that you can never get a golden ring
